Count devices, not people
Device-count licensing is based on installs, not how many people use them. A household with one shared desktop and two phones needs a 3-device license even if only two people live there — plan around actual hardware, not headcount.

Some multi-device licenses apply across any combination of platforms (Windows, macOS, Android, iOS); others restrict how many of each platform type you can activate. Check the publisher's plan details if your devices span more than one operating system.
Buying two single-device licenses vs one multi-device plan
